Bio-Treppe for new gas boilers

A gas boiler installed after 29 July 2026 must use a rising share of biomethane or hydrogen from 2029 (§ 43 GModG). The yearly surcharge in your case:

from 2029: 10 % bio share€107 per year
from 2030: 15 % bio share€161 per year
from 2035: 30 % bio share€322 per year
from 2040: 60 % bio share€644 per year

Instead of buying biogas, a solar thermal system or ventilation with heat recovery also meets the duty until 2034, and permanently a hybrid system whose heat pump covers a set part of the heating load.

Assumptions and sources used

Heat demand: 15,315 kWh per year (from your consumption and the efficiency of the old heating), heating load about 7.7 kW at 2,000 full-load hours.

Unit price of the existing heating: 11 ct/kWh (German average). At the current CO₂ price of €60/t, about 9.7 ct/kWh of that is the price without CO₂. We add the CO₂ price separately for each year.

CO₂ price: €60/t in 2026 and €60/t for 2027. From 2028 the EU emissions trading system (ETS 2) applies; we assume its price in the “Medium” scenario.

The 2027 price corridor is in a government bill (BT-Drs. 21/7869) and has not been passed yet.

Biomethane surcharge over natural gas: 6 ct/kWh (assumption).

Efficiency of a new gas boiler 0.95, seasonal performance factor air-source 3, ground-source 3.6.

Price increase without CO₂ per year: 0 % in the low, 1.5 % in the medium and 3 % in the high scenario for gas, oil, electricity and pellets; 1, 2 or 3 % for district heating. Maintenance rises by 2 % a year; the repair reserve for the old heating starts at €400 and rises by 5 % a year.

Replacing your heating in Germany in 2026: what the GModG changed

Since 29 July 2026, Germany’s Building Energy Act (GEG) has a new name and new rules: it is now the Building Modernisation Act (Gebäudemodernisierungsgesetz, GModG). The duty to use at least 65 % renewable energy when you replace your heating is gone (§ 71 repealed), and so is the duty to replace old boilers (§ 72 repealed). You may keep running and repairing a working gas or oil boiler.

New gas boilers are allowed again, but with the Bio-Treppe (bio-ladder): a gas or oil boiler installed after 29 July 2026 must cover at least 10 % of its heat from biomethane, bio-oil or hydrogen from 2029, 15 % from 2030, 30 % from 2035 and 60 % from 2040 (§ 43 GModG). For such systems landlords pay half of the CO₂ price and gas network fees from 2028, and half of the bio cost from 2029.

A new funding guideline (BEG EM) has applied since 21 July 2026. Heat pumps, pellet boilers and district heating connections get 30 %. Owner-occupiers can add up to 16 percentage points climate speed bonus and, depending on income, up to 40 points income bonus, capped at 70 % in total (80 % on low incomes). The calculator puts all of this into one 20-year cost comparison.

How the calculation works

We first work out the heat demand from your consumption. German gas bills state kWh on a gross calorific value basis. We convert that to the net value (divide by 1.11), which is also what the CO₂ factor refers to, and multiply by the efficiency of the old boiler (0.85). The result is the heat your home needs each year, and any new system has to deliver exactly that.

For each system we then add up 20 years: energy (consumption times unit price plus standing charge), the CO₂ price for gas and oil, the bio surcharge for a new gas boiler, maintenance and, for the old boiler, a repair reserve. A heat pump’s electricity use is the heat demand divided by its seasonal performance factor (Jahresarbeitszahl). That factor depends heavily on the flow temperature: for an air-source heat pump we assume 3.0 with classic radiators and 4.0 with underfloor heating.

The purchase cost is the investment minus the KfW grant. The result is the sum of all costs over 20 years, nominal and without discounting. We do not count the CO₂ price twice: your unit price already contains today’s CO₂ price, so we take it out and add the expected price for each year. From 2028 the EU emissions trading system sets the price. Nobody knows yet how high it will be, so you can choose between three scenarios.

Worked example: detached house with a 22-year-old gas boiler

140 m² living area, 20,000 kWh of gas a year, classic radiators up to 55 °C, owner-occupied, income not stated, application in October 2026, medium price scenario. Heat demand is about 15,315 kWh, the heating load about 7.7 kW. Period: 2027 to 2046.

New gas condensing boiler€12,000€0€2,398€76,41043.8 t
Keep the existing gas boiler€0€0€3,080€82,27472.8 t

The air-source heat pump costs €25,800, of which KfW pays €11,868 (30 % base rate plus 16 % climate speed bonus). Over 20 years it is about €21,790 cheaper than a new gas boiler and about €27,654 cheaper than keeping the old boiler. An income bonus would widen the gap. These figures apply to an application in October 2026. The bonus and eligible costs step down from February 2027.

Gas, heat pump, pellets or district heating?

New gas boiler

Cheap to buy, but no funding and rising running costs: from 2028 the CO₂ price follows EU emissions trading, and the bio share starts in 2029. In the example the bio share adds about €644 a year by 2040.

Air-source and ground-source heat pumps

More expensive to buy, but funded and usually cheaper to run. A ground-source heat pump with a borehole is more efficient but costs much more. Funding only helps so far, because eligible costs are capped (€28,000 for the first unit if you apply by January 2027). In older homes, look at the radiators: replacing a few of them lowers the flow temperature.

Pellets and district heating

Pellet boilers get the same funding as heat pumps but need storage space and more maintenance. District heating is only an option if there is a network in your street. If your plot is in an area with a mandatory connection, only the network connection is funded, not a heating system of your own.

What landlords should know

For an existing gas or oil boiler, the CO₂ Cost Allocation Act (CO2KostAufG) splits the CO₂ price with a tiered model: the worse the building, the more the landlord pays (up to 95 %). For gas and oil boilers installed after 29 July 2026 a fixed split applies from 2028: landlords pay half of the CO₂ price and network fees, and from 2029 half of the bio cost up to a 30 % bio share.

Landlords only get the base funding rate. Since 29 July 2026, passing the cost of a heat pump on to tenants as a modernisation rent increase has generally required proof of a seasonal performance factor of at least 2.5 (§ 559f BGB). Without it, only half of the cost counts. The rent increase calculator shows what you may pass on.

Frequently asked questions about heating costs in Germany

Are gas boilers still allowed in Germany in 2026?

Yes. Since 29 July 2026 the Building Modernisation Act (GModG) has applied, and the former duty to use 65 % renewable energy when replacing a heating system is gone. You may install a new gas boiler again. From 2029, however, it must use a rising share of biomethane or hydrogen (the Bio-Treppe), and it gets no funding.

What is the Bio-Treppe?

The Bio-Treppe (bio-ladder) is set out in § 43 GModG. Gas and oil boilers installed in an existing building after 29 July 2026 must cover at least 10 % of their heat from biomethane, bio-oil, biogenic LPG or hydrogen from 2029, 15 % from 2030, 30 % from 2035 and 60 % from 2040. Until 2034 a solar thermal system or ventilation with heat recovery also counts. Existing boilers are not affected.

Does a heat pump hybrid system meet the Bio-Treppe?

Yes. A hybrid system meets the duty if its heat pump covers at least 30 % (bivalent parallel) or 40 % (bivalent alternative) of the peak-load boiler’s output (§ 43(5) GModG). For hybrid units only the heat pump share is funded, and there is no climate speed bonus because gas is still used. This version of the calculator does not yet compare hybrid systems.

Is a heat pump worth it in an older house?

Often yes, as long as the flow temperature is not too high. With classic radiators up to 55 °C we assume a seasonal performance factor of 3.0, with underfloor heating 4.0. Replacing just a few radiators can lower the temperature needed. In the worked example on this page, the air-source heat pump is the cheapest option over 20 years in a detached house using 20,000 kWh of gas with classic radiators.

How much funding is there for a new heating system in 2026?

KfW funds heat pumps, pellet boilers and district heating connections at 30 % (programme 458). If they apply by 31 January 2027, owner-occupiers get another 16 percentage points of climate speed bonus for replacing a working oil, coal, gas-per-flat or night storage heating, or a gas boiler at least 20 years old. An income bonus of 10 to 40 points applies for household incomes up to €50,000. The total is capped at 70 %, or 80 % for incomes up to €30,000. For the first unit, at most €28,000 of costs are eligible.

What changes in funding in 2027?

From the first quarter of 2027 the base rate for heat pumps falls to 15 %. Heat pumps of EU origin get a 15 point value-added bonus and so stay at 30 %. A KfW information sheet will set the exact date and definition. The climate speed bonus also drops to 12 % from 1 February 2027, and eligible costs fall to €27,250. The application date is what counts.

What do landlords pay from 2028?

For gas and oil boilers installed after 29 July 2026, landlords pay half of the CO₂ price and gas network fees from 2028, and from 2029 half of the extra cost of the bio share, limited to a 30 % share (§ 5a CO2KostAufG). For existing boilers the tiered model based on CO₂ emissions per square metre still applies. There are hardship rules for small landlords and owner-occupied two-family houses (§ 5d) that the calculator does not model.

Can I pass the cost of a heat pump on to my tenants?

Yes, as a modernisation under § 559e BGB. Since 29 July 2026, § 559f BGB generally requires proof of a seasonal performance factor of at least 2.5. Without it, only half of the cost counts. Exceptions include buildings built after 1996 or that can be heated with a flow temperature of 55 °C or less. For a new fossil boiler under § 43 GModG the flat 15 % deduction for avoided maintenance no longer applies.

What happens to the CO₂ price from 2028?

In 2026 a tonne of CO₂ from heating costs €55 to €65; we use €60. A government bill proposes the same corridor for 2027. From 2028 the EU emissions trading system ETS 2 applies and the market sets the price. The calculator uses three scenarios for it, with €100 in 2030 and €150 in 2035 in the medium scenario. A bill on a green gas quota from 2045 is due by 1 December 2026.

Do I have to replace my old boiler?

No. The duty to replace boilers older than 30 years has been gone since 29 July 2026 (§ 72 GModG repealed). You may keep running and repairing a working boiler. If you switch while the old boiler still works, you get the climate speed bonus, which steps down from February 2027.

What is the seasonal performance factor (Jahresarbeitszahl)?

The seasonal performance factor (SPF, in German Jahresarbeitszahl or JAZ) shows how much heat a heat pump makes from one kilowatt hour of electricity over a year. An SPF of 3.5 means 1 kWh of electricity gives 3.5 kWh of heat. It depends mainly on the flow temperature and the heat source. Ground-source heat pumps reach higher values than air-source ones because the ground is warmer than the outside air in winter.
